English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of councils seeking to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would prioritise service redesigns and using savings to manage increasing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to increase council taxes next spring to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

Research of county councils recently also found local finances being strained by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, many key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the extent of difficulties confronting municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
